Company Licenses
Oregon Nonprofit & Fundraising Company Licenses
Oregon Charitable Gift Annuity Registration
Not required
Charitable Gift Annuity licensure is not required on the State level in Oregon.
No filing is required, but charities need to meet certain conditions before issuing charitable gift annuities. Charities that hold certificates of authority issued prior to 2006 may continue issuing charitable gift annuities if they keep an annual audited financial statement on file.

Oregon Commercial Co-Venturer Registration
Not required
Commercial Co-venturer licensure is not required on the State level in Oregon.
Oregon does not currently have a traditional registration requirement for commercial co-venturers, but they may need to follow other regulations before and after fundraising events.
More information: Oregon Department of Justice - Charitable Activities Section“Professional fund raising firm” means any sole proprietorship, partnership, corporation or any other legal entity, organized for profit or as a nonprofit mutual benefit corporation, who, for compensation or other consideration, manages or conducts the solicitation of funds, not including commercial fund raising solicitations, on behalf of any nonprofit organization.
Professional fund raising firm status is evidenced by one or more of the following characteristics:
(a) Access to contributions or other receipts from a solicitation and/or authority to pay expenses associated with the solicitation, including amounts owed to the professional fund raising firm or third party vendors;
(b) Conducting direct solicitations of prospective donors, whether in person or by telephone and whether such solicitations are performed personally or through employees or agents;
(c) Advising nonprofit organizations with regard to the volume, targeting, duration or content of a direct mail solicitation campaign and also having primary responsibility for the campaign’s production.

Oregon Fundraising Counsel Registration
Not required
Fundraising Counsel licensure is not required on the State level in Oregon.
Fundraising counsels are exempt from license requirements provided that the counsel does not have primary responsibility for the fundraising campaign’s production or management, does not have access to contributions or the ability to pay expenses from campaign proceeds, and does not directly engage in solicitations.

Reinstatement
Not required
Formal reinstatement is not required. Charities wishing to renew a lapsed registration should submit a renewal filing for all noncompliant years and the applicable fees (late + renewal).
Charities can continue to renew for the previous fiscal year without submitting the previous delinquent filings, however, extension requests will be denied if a charity has one or more years of delinquent filings.

Professional Solicitor licensure is not required on the State level in Oregon.
Solicitors who are not employed by a professional fundraising firm but operate independently may be required to register. Employees of professional fundraising firms are generally not required to register as an individual solicitor in Oregon.
